EXPLANATORY NOTE/BACKGROUND INFORMATION:
In 1952 the General Synod authorized the appointment of a Bishop Ordinary to the Canadian Forces. Since then nine active or retired bishops have been appointed to that position. It may be desirable in the future to elect such bishops. Diocesan synods, generally, have authority to provide for the election of bishops. The provincial synods have authority with respect to the confirmation of the election, consecration and resignation of bishops in the ecclesiastical provinces. This amendment to the Declaration of Principles will give the General Synod comparable authority with respect to the Bishop Ordinary. It is anticipated that the Primate would be authorized to consecrate such bishops. The proposed amendment was given first reading by the General Synod in 2007. All four provincial synods have consented.
PROCEDURE REQUIRED FOR ADOPTION:
The resolution must be passed by two-thirds majorities in each Order at this session of the General Synod.
