Be it resolved that this General Synod:

give second reading to the Resolution that section 6 of the Declaration of Principles be amended by deleting the word “and” at the end of clause p) and adding a new clause r) as follows:

r) the appointment, election, confirmation, consecration and resignation of a National Indigenous Anglican Bishop;

EXPLANATORY NOTE/BACKGROUND INFORMATION:

In January 2007 the Primate appointed the first National Indigenous Anglican Bishop. The 2007 General Synod gave first reading to this amendment to the Declaration of Principles which will enable General Synod to provide for the selection, confirmation of selection, consecration and resignation of the NIAB. All four provincial synods have consented to the proposed amendment. This resolution would give second reading to the amendment.

It is contemplated that there will need to be a Canon to provide details about how selection, confirmation, consecration and resignation will happen. As the Governance Working Group has noted in its report, the method of selecting future NIABs is a question for the Indigenous community, and ACIP is in the process of facilitating that discussion.  Once the outcome is known an appropriate Canon will be presented to a future session of the General Synod.

PROCEDURE REQUIRED FOR ADOPTION:

This resolution must be passed by two-thirds majorities in each Order at this session of the General Synod.
