Seconded By: The Most Reverend Terrence Buckle, Diocese of Yukon
Note: The mover and the seconder must be members of the General Synod and be present in the House when the resolution is before the synod for debate.
BE IT RESOLVED:
THAT the General Synod undertake to provide the necessary resources in stewardship and congregational development to assist all Council of the North dioceses to move as close as possible to self-sufficiency
EXPLANATORY NOTE/BACKGROUND INFORMATION:
of diocesan programs. Stewardship, and congregational development, both of which are essential to maintaining healthy and productive pastoral and sacramental ministry, have been either eliminated or drastically reduced to the point where they are inadequate to the increasing needs of most congregations
The Council of the North believes strongly that member dioceses should move as much as possible to self-sufficiency while recognizing that for some total self-sufficiency will never be possible. However, in order to achieve the greatest degree of self-sufficiency there need to be comprehensive and aggressive programs focusing on both stewardship and congregational development. Unfortunately, programs currently available have a ‘southern’ and often urban focus and are not culturally, socially, or logistically appropriate for the majority of the communities which make up the member dioceses of the Council of the North.
The Council believes that the investment of resources by the whole Church in developing and implementing stewardship and congregational development programs which are workable in the context of the communities in the Council of the North will bear much fruit not only for the Council but the Church across Canada
