BE IT RESOLVED:
THAT the Council of the North be given permission and encouraged to launch collective fund-raising activities to supplement the income received from the Council of the North Support Grants.
EXPLANATORY NOTE/BACKGROUND INFORMATION:
The Council of the North believes that in order to maintain a reasonable level of sacramental and pastoral ministry, it is critical that we have funding strategies that provide for and maintain
- A bishop for each diocese
- A suitable staff to assist the bishop
- A realistic number of appropriately trained clergy for aboriginal and non-aboriginal congregations with these clergy being paid stipends commensurate with those paid generally in the Anglican Church of Canada
In addition, new emerging ministries must be undertaken. Many communities are undergoing rapid social and economic changes. Old structures and approaches are often inadequate to meet the new challenges. There must be resources to adapt old systems and develop new ones.
The Council of the North has determined that there is a significant constituency across Canada both within the Anglican Church and beyond who are prepared to make substantial contributions to the work of providing pastoral and sacramental ministry to remote and isolated areas of the country as well as contributing to meeting new ministry opportunities in the rapid social and economic changes that are affecting the Council dioceses. The Council believes that it is important to provide opportunities for those individuals and groups to make contributions directly to the work of the Church in the North in addition to their regular and faithful support of the Church at the parish, diocesan, and national level.
