Subject: Membership of the new Partners in Mission & Ecojustice Committee

BE IT RESOLVED:
That this General Synod approve the following membership for the new Partners in Mission & Ecojustice Committee, effective at the beginning of the 2007 – 2010 Triennium.
The Committee shall have 21 members as follows:
- 12 members shall be appointed by the General Synod, at least 8 of whom shall be members of General Synod, and one of whom shall be a member of the Council of General Synod;
- 6 members shall be appointed by the Primate;
- Of the 18 members appointed by General Synod or by the Primate, at least 2 shall be Indigenous, and at least 2 shall be youth/young adults.
- 1 member shall be appointed by an overseas partner Church, designated by the committee;
- 1 member shall be appointed by the ELCIC;
- 1 member shall be appointed by a Canadian ecumenical partner, designated by the committee.
EXPLANATORY NOTE/BACKGROUND INFORMATION:
The proposed membership is 9 people fewer than the combined membership of the previous two committees. This will mean a savings of approximately $18,000 @ year in meeting costs. A membership of 21 people is proposed in order to be able to accomplish a reasonable amount of the work of the previous committees. The request for at least 2 Indigenous members highlights the strong focus the committee will continue to have on Indigenous justice issues. The request for at least 2 youth/young adult members highlights the strong intention to continue the highly successful Justice Camps. Requesting 2 in each category is to ensure a “critical mass” and to reduce isolation. The request for an ELCIC member acknowledges our Full Communion Agreement with the ELCIC, as well as the previous positive experiences of both committees. The request for a Canadian ecumenical partner and an overseas partner acknowledges the important perspectives that external members have contributed in the past.
The new committee will need to give careful attention to blending two distinct styles of working, in order to effectively and efficiently carry forward the work of the previous two committees. These two styles are described as follows:
Policy Style:
- Committee members make policy for staff to implement.
- A director supervises staff work.
- This is a common style for organizations with significant staffing resources.
- Partners in Mission has used this style for managing its oversight responsibilities for the Mission Personnel and Financial Grants programs.
Management Style:
- Committee members do the primary work of the committee.
- Each member takes on specific responsibilities as part of one or several working groups.
- The staff component is small; staff function to facilitate the work of committee members.
- Ecojustice has used this style predominantly.
- Partners in Mission has used this style for its Companion Diocese program, and for some of its mission education work.
