BE IT RESOLVED:
That first reading be given to the resolution that the Declaration of Principles be amended
1) by deleting sections 3, 4 and 5 thereof ;
2) by renumbering sections 6 to 11 to be sections 3 to 8; and
3) by amending all cross-references to sections 6, 7 and 8 to refer to sections 3, 4 and 5 respectively.
EXPLANATORY NOTE/BACKGROUND INFORMATION:
At the instance of the Governance Working Group the Council of the General Synod presents this resolution that would remove sections 3, 4 and 5 from the Declaration of Principles. The object of the proposal is to make the constitutional provisions respecting the membership and procedures of the Synod easier to amend, i.e. at one session of the Synod rather than at two successive sessions as is required for all amendments to the Declaration of Principles.
If this motion is adopted and is given second reading at the following session of the Synod, complementary changes in the Constitution will then be proposed, viz. that
(1) section 3 of the Constitution of the General Synod be amended to read as follows:
3. President and Chairperson of the General Synod
a) The President of the General Synod shall be the Primate of The Anglican Church of Canada, who shall be elected and hold office under, and have such privileges, powers, authority and duties as are defined by the Constitution, Canons and Rules enacted by the Synod.
b) In the absence of the Primate the archbishop senior by appointment or election or, if no archbishop is present, the bishop senior by appointment or election shall be and act as President of the Synod.
c) The President shall be chairperson of the General Synod.
d) In the absence, or at the request, of the President the Prolocutor shall be the chairperson of the Synod; and
(2) that the Constitution of the General Synod be amended by adding a new section 6 as follows:
6. A Unicameral Synod
The three Orders shall sit together.
