Subject: Amendment to Nominating Procedures

BE IT RESOLVED:

That the Nominating and Election Procedures (Handbook, Appendix G, p. 137) be amended as follows:

  1. In paragraph (a), delete the words:

"When a diocese has been represented by any Order for the two previous terms, it shall not nominate a member of that Order"

and substitute therefor:

"A diocese shall not nominate a person who has been a member of the Council for the two previous terms".

2. Delete paragraph (k) and substitute therefor:

(k) If the first selection from the Orders of Bishops and Clergy is a bishop, the next selection from those Orders shall be made from the Order of Clergy; if the first selection from those Orders is a priest or a deacon, the next selection from those Orders shall be made from the Order of Bishops.

3. Delete paragraph (m) in its entirety and the present sections (a) and (l) to be (m) to (p).

 

EXPLANATORY NOTE/BACKGROUND INFORMATION:

These technical changes are designed to assist the provincial assemblies in nominating fairly and in good order. The first change makes an individual (rather than an Order) ineligible for election after having served two terms. Although rotation among the Orders is desirable, this can be achieved through the electoral process. Without this change, excluded Orders will mean that the process might be skewed, with several members being elected by default.

The second change proposed will insure that at least one clergy and one bishop are elected from each province earlier in the process, rather than the possibility of one being elected by default at the end.
